District drafts school budget

Aug. 31 is deadline for board to adopt budget

A draft of the Shelton School District's 2023-2024 budget projects almost $79 million in revenue and almost $78.2 million in expenditures.

Brenda Trogstad, the district's assistant superintendent of finance and operations, gave an overview Tuesday evening to the Shelton School Board.

Of the $78,142,795 in proposed general fund expenditures, certified salaries are 45.33%, followed by 23.12% for employee benefits, 20.06% for classified salaries, 5.91% for purchased services, 5.19% for supplies and materials, 0.25% for capital outlay and 0.14% for travel.

By expenditures, that means 55.99% for instruction, 14.47% for instruction support, 6.07% for maintenance and operations, 5.85% for the principal's office, 4.79% for public transportation, 4.28% for central administration, 2.91% for food services, 2.26% for other services and 0.11% for public activities.

The district is required to submit its budget to Educational Service District 113 for review by July 10, Trogstad wrote to the Journal in an email. The ESD reviews it for compliance and then submits it to the state Office of Public Instruction for approval, she wrote.

The school board will host a public meeting on the budget at 6 p.m. Aug. 22 at its regular meeting in the Mountain View Elementary School gym, and then vote on adopting the budget. Aug. 31 is the deadline for the board to adopt the budget, Trogstad wrote.

Trogstad stressed the budget presented Tuesday is a draft and will be "fine-tuned" before it is submitted to ESD.

Her presentation included the district's average full-time enrollment for the past decade, which grew steadily from 3,975 students in 2013-2014 to 4,395 in 2019-2020. Then came the COVID pandemic, with enrollment dropping to 4,155 in 2020-21 and 4,141 in 2021-22 before rising this school year at 4,210. The budget projects 4,150 students in 2023-24.

The school board usually meets twice a month, at 6 p.m. the second and fourth Tuesdays of the month in the Mountain View Elementary School gym, but plans to meet just twice during the summer, on July 11 and Aug. 22.
