    The Shelton City Council on Tuesday began paving the way for community organizations to host temporary homeless encampments of up to 30 people, with a long list of rules and regulations.     The Shelton City Council on Tuesday gave preliminary approval to the city's proposed Six-Year Transportation Improvement Plan, whose top three priorities are improving the Western Gateway on West Railroad Avenue, and building two roundabouts on Wallace Kneeland Boulevard.     A 91-year-old Hoodsport woman died in a two-car crash at the intersection of U.S. Highway 101 and state Route 102 on July 16. According to a news release, a 25-year-old Shelton man was driving south and a car with four Hoodsport residents was traveling north on 101 near the intersection of state Route 102.     Central Mason Fire & EMS was dispatched to a structure fire at the Fairmont Cove Apartments in the early morning on Monday. According to a Central Mason Fire news release, the Shelton Police Department arrived prior to CMFE and the police assisted in getting people out of the building.
