Per RCW 79.100, the WA State Parks and Recreation Commission (State Parks) intends to take custody of the derelict / abandoned vessel, 1976 20’ Luger Sailboat, Registrations # WN 86 AX on December 22, 2017. The vessel is beached North of Joemma Beach State Park, Pierce County. After taking custody, State Parks may use or dispose of it without further notice. The owner is responsible for all related costs. To retain custody of the vessel, before the Custody Date, the owner must: 1) Get authorization to moor or anchor the vessel in its current location, or 2) Move it to an anchorage area or moorage facility that authorizes the vessel, or 3) Remove the vessel from the water. To redeem the vessel once State Parks has taken custody, the owner must file a written request (one original and one copy) for a hearing with the Pollution Control Hearings Board, in person at 1111 Israel Rd, Tumwater WA, or by mail to PO Box 40903, Olympia WA 98504-0903, and serve one copy on State Park’s headquarters at 1111 Israel Rd SW, Olympia WA 98504-2650. The appeal must include the following information: a copy of the decision you are appealing; your name and address (mailing and legal, if different) and, if applicable, the name and address of your representative; a daytime phone number; a brief statement why you are appealing; a statement of what you want the Board to do; the signature of you or your representative. [This signature certifies that the content of the appeal is true.] The written request can be submitted immediately but cannot be filed any later than January 22, 2018. The right to a hearing is deemed waived if a request is submitted late, and the owner is liable for any costs owed to State Parks. These costs may include all administrative costs incurred by State Parks, removal and disposal costs, and costs associated with environmental damages directly or indirectly caused by the vessel. NOTICE TO WATER SYSTEM USERS ARSENIC MAXIMUM CONTAMINANT LEVEL VIOLATION The Hartstene Pointe Water System, I.D.31569O, located in Mason County recently violated the Maximum Contaminant Level (MCL) for arsenic in drinking water. Although this is not an emergency, as our customers, you have a right to know what happened, what you should do, and what we are doing to correct this situation. The running annual average of samples taken over the past twelve-month period exceeded the arsenic MCL of 0.010 milligrams per liter (mg/L or parts per million, ppm). The running annual average concentration for our system was 0.013 mg/L. Arsenic occurs naturally in rocks and soil, water, air, and plants and animals. It can be further released into the environment through natural activities such as volcanic activity, erosion of rocks, and forest fires, or through human actions. Approximately 90 percent of industrial arsenic in the U.S. is currently used as a wood preservative, but arsenic is also used in paints, dyes, metals, drugs, soaps and semi-conductors. Agricultural applications, mining, and smelting also contribute to arsenic releases in the environment. Higher levels of arsenic tend to be found in groundwater sources than in surface water sources (such as lakes, streams and rivers). Some people who drink water containing arsenic in excess of the MCL over many years could experience skin damage or problems with their circulatory system, and may have an increased risk of getting cancer. At this time: X No action is required by the water users. Samples will be collected in the future as required. What is being done? The new treatment facility was put online in July and is still undergoing optimization for Arsenic removal. We have had sample results as low as .005 or half of the MCL so once chemical injection levels have been optimized for this source we will remain below the MCL.
